EU Blacklists and Taxation

The technocratic approach of the EC led it to overreach in producing its AML blacklist – EU member states voted it down. Reporting suggested this was partly due to U.S. pressure over the inclusion of U.S. territories and Saudi Arabia. The new EU tax havens list was less controversial and adopted by the states. The EU also sought to reduce tensions with the U.S. by declining to act unilaterally over tech taxes.
